Agency Construction Management
Agency Construction Management (CM) describes an arrangement between the project owner and LEECM where we set up multiple bid packages for all aspects of the project from design to construction to be contracted with the project owner. LEECM then supervises and coordinates the work to keep the project on schedule and to manage the relationship between all team members and the building owner. This arrangement allows us to provide consulting and management services from the beginning of the project to select the construction team, set the project budget, and determine the scope of the project. LEECM provides a comprehensive program of management techniques and expertise to maximize the Owner’s control of project scope (quality), schedule, and cost. Services can be matched to the Owner/project needs to cost-effectively manage the project delivery, thus increasing predictability of the project outcome from conception to completion.
A project owner should consider using agency CM when they need an independent, knowledgeable construction professional to be their advocate throughout the life of the project. In this role, LEECM acts as a liaison between the different project phases and bridges the gap between the design and construction forces in the project, but always looking after the Owner’s best interests. A good CM finds ways to align the self-interests of many stakeholders to maximize the success of the project.
The contractual arrangement of Agency CM keeps the CM on the Owner’s side of the table as the Owner’s agent, advisor and advocate; the CM keeps the Owner’s/project’s best interests paramount. The Owner/project benefits from having an independent construction professional involved early on. LEECM can provide beneficial impact during design development, including ongoing refinement of the project budget using our construction knowledge base, and ongoing value engineering (VE) starting from day one.
Owner’s Representation
LEECM can provide Owner’s Representation (OR) services when we act as an extension of the Owner’s staff to advise/manage the project from conception to completion. This arrangement typically is used to oversee the activities of a single prime contractor with multiple trade contracts held by the prime. This arrangement allows us to provide consulting and management services from the beginning of the project to select the construction team, set the project budget, and determine the scope of the project. However, we can become involved at any time in the process to represent the owner to improve the success of the project.
A project owner should consider using OR when they need an independent, knowledgeable construction professional to be their advocate throughout the life of the project. In this role, the OR acts as a liaison between the owner’s staff and the construction team, but always looking after the Owner’s best interests. A good CM will manage the self-interests of many stakeholders to protect the interests of the owner.
The contractual arrangement of OR keeps LEECM on the Owner’s side of the table as the Owner’s agent, advisor and advocate. The Owner/project benefits from having an independent construction professional involved early on. The CM can provide beneficial impact during design development, including ongoing refinement of the project budget using their construction knowledge base, and ongoing value engineering (VE) starting from day one. A OR managing the project on a fee basis offers services to the Owner/project without potential for conflicts of interest.
Property Condition Assessment
LEECM can provide service after the building is complete. We can survey the existing conditions of your facility or property to advise on its compliance with the construction documents or to advise on the condition and utility of the current infrastructure. In this role we will provide a report on what we find during our inspection. We can include expected useful life estimates for various components of the building and provide budgets for repairing deficiencies or replacing aging equipment. LEECM can even provide schedules and estimates for ongoing maintenance to protect and enhance your investment in real estate.
A Property Condition Assessment (PCA) is often helpful in determining whether to purchase a facility or not. We can provide an independent assessment of the current condition of the facility for you to determine whether the investment is wise. A PCA can also by useful in setting up a condominium owner’s association. Our report can help determine the funding and fees necessary to create and maintain the facility after it has been resold as condominiums.
Application for Payment Certification
LEECM can inspect a construction project once a month for the purpose of determining the percentage complete of every line item on the contractor’s schedule of values. In this role we will provide a report on what we find during our inspection. Our certification may be an integral (perhaps even required) part of funding for the project from a third party lender. LEECM’s knowledge of the construction industry and experience on the cost of construction provides peace of mind to the building owner and lender that there are adequate funds available to complete construction.
